I disagree this should be put in an optional distribution.  If validator is 
targetted to non-web environments, then we should remove all the Javascript 
scripts that currently exist as they can only be used in a web environment.  As 
it stands, Javascript validation is core to the validator.  Perhaps in 2.0 this 
will change, but 2.0 doesn't exist and there is a real need that this addition 
solves - making it possible for other web frameworks, particularly Spring, to 
use commons-validator.  If the validator contains Javascript validation 
methods, it should provide a built-in way to use them.
