CountingOutputStream: make count protected

           Summary: CountingOutputStream: make count protected
           Product: Commons
           Version: 1.0 Final
          Platform: Other
        OS/Version: Other
            Status: NEW
          Severity: Enhancement
          Priority: Other
         Component: IO
        AssignedTo: commons-dev@jakarta.apache.org
        ReportedBy: lbe.tech@spree.de

It would be nice to have to ability to access the byte counter in subclasses -
perhaps to reset the counter.
I have the CountingOS too and could replace it if the counter was protected or
there were a reset() method.
