Ok, This should be fixed in the Nightly build of Struts
given Craig rebuilds commons-validator tonight,
*** AND ***
You make sure to use the new validator-rules.xml file.

I have only tested this last patch against Mozilla,
reopen the bug report if there is a problem with IE etc...
