[Codec][PATCH] Inconsistent use of the word 'encodning' in the URLCodec API

Summary: [Codec][PATCH] Inconsistent use of the word 'encodning'
                    in the URLCodec API
           Product: Commons
           Version: 1.2 Final
          Platform: Other
        OS/Version: Other
            Status: NEW
          Severity: Minor
          Priority: Other
         Component: Codec
        AssignedTo: commons-dev@jakarta.apache.org
        ReportedBy: olegk@apache.org

This patch deprecates URLCodec#getEncoding method and replaces it with
URLCodec#getCharSet method, because the term encoding is used in RFC1522 to
refer to the encoding/decoding algorithm, whereas charset is used to refer to
the character set associated with the unencoded text.

Let me know if you agree/disagree

Oleg
