[IO] FilenameUtils.catPath shouldn't use the system separator

Summary: [IO] FilenameUtils.catPath shouldn't use the system
                    separator
           Product: Commons
           Version: unspecified
          Platform: Other
        OS/Version: Other
            Status: NEW
          Severity: Normal
          Priority: Other
         Component: Sandbox
        AssignedTo: commons-dev@jakarta.apache.org
        ReportedBy: Maarten.Coene@qmedit.com

Hi,

I made a little change to the FilenameUtils.catPath method. In my previous
patch, I used the File.separator character as new separator between the 2 paths,
but I think it's better to use the same separator character as used in the
lookup path.

Sorry for the extra work, I should have done some more thinking before I
submitted my previous patch.

Maarten
