FTP "get" and "list" tasks fail

The only servers we have here are AIX so I cannot confirm whether the problem 
exists with other server types.

We did change the locale within the Unix shell and can confirm that the output 
of an "ls -l" changed:

With LANG=en_US

-rw-rw-r--   1 reedd    sca            0 10 Mar 10:21 THR9737272.mje

With LANG=en_UK

-rw-rw-r--   1 reedd    sca            0 Mar 10 10:21 THR9737272.mje

An "ls -l" within FTP remains resolutely the same whether
conducted from the FTP server or the client. (I'm not aware of a way in which 
we can change the locale within the FTP client.)

Similarly, I don't think there is a way of determining the locale of the FTP 
process.
