Both signum and sgn (as defined by Mathworld) are equivalent to sign (again, as 
defined by Mathworld).

Al's definition is equivalent to an indicator function 
(http://mcs.une.edu.au/~stat354/notes/node16.html).  Since, indicator functions 
are pretty common and useful, I suggest we keep Al's method highly visible in 
MathUtils and not push it down into ComplexMath.
