The formmating of the build.xml I just checked out is nearly illegible due to
copious blank lines in relatively random locations.

Secondly, there is no way to build a jar if the tests are failing, so I have
added an unless="skip.tests" to the internal-test target. IMHO if the tests are
required for nearly everything, then a failing tests is nearly as bad as code
that doesn't compile, and code that fails shouldn't be checked in. With my
forthcomming patch ant -Dskip.tests="true" jar should allow the jar to be built
anyway.

(I have been asked to test if the recent fixes have made an issue I am having
with the released version dissappear, but I need a jar to do that...)
