I understand that the suggested approach would create an incompatible behavior 
change.  A more thorough analysis of exception handling may take a while to 
complete. Could we consider changing the assumptions a bit to accommodate an 
interim solution, as in the following:

1) ValidatorExceptions are propagated as is.
2) Other exceptions continue to work as they do now - i.e., they return false.
