OptionsBuilder client code is marked as suspect by most quality analysis tools,
mainly because of his static methods affecting the class state.  This is a
problem at least because time is lost to check why this code is suspect.
Having the methods non-static and a getInstance() method (or simply a visible
constructor) would have been preferable, but not backwards compatible. 
Additionally, that would have allowed subclassing.

Even compatibility is not an issue for me, I would suggest instead, to add a new
way to create an Options object based on an XML definition file rather than
Option objects.
