Subject RE: [configuration] order of compositeconfiguration items

I can see using insertConfigurationAt()..  I really see the semantics of
CompositeConfiguration as being close to List..  Since under the covers a
CompositeConfiguration is just a list..

A patch (plus tests) would be welcome...
