Opera-Fileupload-Items are not recognized if empty

I made a small sample form with a processing JSP (outputs only the request 
fields), and found out that all three browsers send an empty file name if field 
is empty. But what's different is that IE and Mozilla send a content-
type "application/octet stream" with empty fields, while Opera doesn't.  Maybe 
that's why the fields are not recognized.

I attached the form and the processing JSP.

Question is: could this be a bug or a standards violation in Opera ?
