You are correct, a parser would be needed to get commons/net to read these
directory listings properly.  FTPClient.listNames() sometimes works in these
situations, or there are sometimes settings that the client can make to tell the
server to spit out Unix style directory listings that the default parser may
have a chance at parsing.  Maybe the site command?

I'm not sure this is a bug, more like a feature request for an additional
parser.  More discussion about 'how' to write/contribute the parser should be
done on the commons-dev mailing list.
