The attached patch improves test coverage for CharSetUtils and StringEscapeUtils
(mostly "" and null-related) and fixes a minor javadoc error in
CharSetUtils.translate.

Currently, charSetUtils.translate throws ArrayOutOfBoundsException if the repl
string has positive length, but the with string is empty.  The tests and javadoc
change in the patch just document this behavior.  It might make sense to either
throw something else in this situation or to modify the behavior.
