Odd, the jar for build of the 15th is still "1.1". When I run the build
locally I do get "1.1.1-dev".

Also, it would be nice if the commons-codec dir in the zip were
commons-codec-1.1.1 instead. Different Jakarta projects do this, others
don't, there does not seem to be a hard convention there.

Fixed, 1.1.1-dev will be included in the next nighly build.
