[lang] Make Entities public and unit test

Summary: [lang] Make Entities public and unit test
           Product: Commons
           Version: Nightly Builds
          Platform: Other
        OS/Version: Other
            Status: NEW
          Severity: Normal
          Priority: Other
         Component: Lang
        AssignedTo: commons-dev@jakarta.apache.org
        ReportedBy: ggregory@seagullsw.com

There is a //TODO comment in Entities on making the class public and unit test
ing the class. Would the following be a good unit test?

For each of the entity specs, for HTML 4.01:

http://www.w3.org/TR/html401/HTMLspecial.ent
http://www.w3.org/TR/html401/HTMLsymbol.ent
http://www.w3.org/TR/html401/HTMLlat1.ent

Parse these using the Xerces DTD parser and try to look up each item in the
HTML40 Entities table.

Same type of thing for HTML 3.2 and XML 1.0.

Thoughts?
