Add support for non-default resource bundles

------- Additional Comments From adam@monkey.org  2003-05-13 03:45 -------
I disagree with Caroline, the key attribute value in the arg (in the field)is
not resolved by the Validator.
This code occurs no where in the Validator framework:
errors.add("userName", new ActionError("errors.required","Identifiant"));

rather it occurs in the o.a.s.validator.FieldChecks class in STRUTS (for many
of the validation rules's validate functions) with code like:
errors.add(field.getKey(),
    Resources.getActionError(request, va, field));

So if we were to be able to give each arg in a validation field a bundle we
would need to change the Arg class and validation dtd at a minimum to include a
bundle property/attribute. Then to apply it to struts we would have to modify
the o.a.s.validator.Resources class to get the messages for each arg from the
correct bundle.

This is a much needed feature for myself. perhaps a forthcoming patch from me
if no issues spring up regarding adding the bundle attribute/property.
