I added a basic project.xml stolen from the codec sandbox. Running
"maven dist:build" will compile/test/package binary and source releases
for commonsmath version 1.0dev. I didn't mean to jump start the
mavenization discussion, I don't think we need to commit to a maven
generated site, but the fact that I don't have to maintain a separate
build.properties to point to JUnit is convenient.
