A lot of code depends on whether or not there is a perUserMaxActive number of 
connections set for that particular user. Will dig deeper...

But as a workaround, using the setPerUserMaxActive for all users before opening 
any connections gives the desired values... Note, you can set it to zero to 
have unlimited max value.

I guess the behaviour is per design - would help if it were documented.
