just for information, 
in the current version, the default logClassName is JDK 1.4 , and that's why 
you get the following format:
Mar 11, 2003 3:28:04 PM org.apache.struts.util.PropertyMessageResources <init>
INFO: Initializing, config='org.apache.struts.util.LocalStrings', 
returnNull=true

(the JDK 1.4 logger is configured by the logging.properties file, present into 
jdk1.4/jre/lib, and whose the default log level is INFO)

and on the 1.0.2, this is the SimpleLog with the format:
[INFO] org.apache.struts.util.PropertyMessageResources - Initializing, config='o
rg.apache.struts.util.LocalStrings', returnNull=true

As a conclusion, Tomcat 4.1.18 uses the 1.0.2 release, so if log4J is not 
installed ... it is the JDK 1.4 logger that was used with INFO log level 
messages.
