This bug is referring to the <validator depends=""> attribute, not the <field 
depends=""> attribute.  The DTD allows for a depends attribute on the validator 
element which allows validators to leverage the work of other validators 
globally instead of at the field level.  This seems to be supported in the 
Validator.validateFieldForRule() method but apparently isn't working.
