Orginally, there was an implicit requires behind each validator. But that didn't
allow for people to say "if (and only if) they enter an email address, make sure
it's in the proper format, but null is OK too." So, the requires was recently
made explicit. (And is documented as such in the Validator Developers Guide.)

The purpose of the depends property is to list which validators are to be
applied to the field. The real issue might be the term "depends". Perhaps it
should be something like "validator" or "uses" instead.
