i don't really have the time to evaluation this properly right now but i'm going
to give what opinions i have since time is short and it's important to get this
right. hopefully they'll prove helpful.

i worry a bit about the first patch. it alters setProperty so that a registered
converter will not get the chance to act when the type of the property being st
is assignable from the setting type. i don't know whether this is a real
limitation or not - but i'm concerned that we might be too short of time to make
the right call.

the second patch seems like a much better idea. it means quite a bit of
refactoring - let's hope the unit tests are up to the task! 

it's a little bit of a worry that we might be committing to an interface for
BeanPropertySpecifier in a bit of a rush which might cause us backwards
compatibility issues in the future. if it's only used in BeanUtils, we could
think about making something like private inner class for the moment.
