Subject [jelly] commonDependencies.ent - recent change

The recent change to the project.xml of the ant taglib causes an issue 
with Xerces under jdk1.3.1 on my machine.

Building with JDK 1.4.1 works fine, other than the failing test in the 
html taglib I added yesterday.

Here's the JDK1.3 stacktrace:
