[Jelly] core:file convert <html> to &lt;html&gt;

           Summary: [Jelly] core:file convert <html> to &lt;html&gt;
           Product: Commons
           Version: Nightly Builds
          Platform: All
        OS/Version: Windows NT/2K
            Status: NEW
          Severity: Major
          Priority: Other
         Component: Sandbox
        AssignedTo: commons-dev@jakarta.apache.org
        ReportedBy: kelly.chen@tumbleweed.com

This is happenning on the night build of 1/10/2003. I was using <core:file> tag
to convert some XHTML content to traditional HTML and found the following problem:
....
<j:file outputMode="html" prettyPrint="true" var="htmlContent" trim="false">
<html>
<head>
<meta http-equiv="Content-Type" content="text/html; charset=iso-8859-1"/>
.....
</j:file>${htmlContent}
...

Instead of getting HTML content as the output. I found that all "<" and ">" for
HTML tags are transformed to "&lt;" and "&gt;"
