Quoted strings as a single argument.

Summary: Quoted strings as a single argument.
           Product: Commons
           Version: 1.0 Beta 2
          Platform: Other
        OS/Version: Other
            Status: NEW
          Severity: Normal
          Priority: Other
         Component: CLI
        AssignedTo: commons-dev@jakarta.apache.org
        ReportedBy: prabu_venkat@yahoo.com

---
Consider the template

userAdd -u <username> -s <shellname> -m <message>

and the actual usage:

# userAdd -u prabu -s /usr/bin/bash -m "User Prabu"
---

In the above, '"User' and 'Prabu"' are considered as
two separate values by the Posix parser. Also, the
option value against '-m' is obtained as '"User'.

I feel this should not be the case. Quoted strings
should be considered as one argument.
