I've got a question about this.

Since you already know you're using a particular logging implementation (JDK 1.4
in your case), can't you just ask that logging API for the appropriate instances
using the native APIs, and configure them directly?  The only thing you need to
know is the name of the loggers that will be used by the library methods you're
calling -- which information, IMHO, really should be in the docs for every
package anyway, so people know what they need to statically configure their
logging implementations.
