Subject [FileUpload] accept charset

Martin Cooper,

FileUpload does not accept the charset from the HTTP header. (Im not 
sure if this has been discussed before)

What I mean is that if you have a filename containing non-ASCII  (like 
m√ľnchen.jpeg), FileUpload should check the accept-charset HTTP header 
and encode the filename with the requested encoding.

I can create a patch if you agree to this
