Not necessarily a "bug."

If you use the digester.setRules(rules) method, a call is made from the 
Digester object to set itself into the Rules object. However, RulesBase does 
not use this information to set the Digester object into the collection of Rule 
objects. Probably, RulesBase should use the setDigester method to loop through 
the rules and call the setDigester method.
