Ah. stylesheets/project.xml has the navbar.
Websites are all done in jakarta-commons/xdocs/ by the way. The
BUILD_DOCS.txt file in the jakarta-commons/ directory explains how. I
recommend checking out the lib from jakarta-site2 rather than spending
time building velocity.
