Vincent put it in a "httpclient.util" package, which seems like a good idea.
We have some other classes that belong in the same package, URIUtil and
Base64 as well.  Both of these classes are extremely public, and moving them
into util will be an interface effecting change which would require existing
HttpClient users to tweak some import statements.  But there have been other
interface effecting changes since the 1.0 release, so users will likely have
to make changes anyway.  Also we are leading up to a major verion increment
release 2.0, and are permitted to make public interface changes as specified
in the versioning guidelines.  I think that the HttpClient interface will be
easier to use if we keep it organized.

+1 Add a httpclient.util package and put Vincent's HttpURLConnection in it.
+1 Move URIUtil and Base64 into the util package.
