This is an issue with commons-validator in two parts.  At the moment, the 
default validator-rules.xml defines date as having depend="required", if you 
remove that, it should skip null dates.  Unfortunately, the Validator 
currently can't handle returning null from a Validation, so it flags it as an 
error.  Reassigning it to commons since it needs to be fixed in Validator 
(acutally, this is already an open bug in Validator), rather than in the 
framework.
