I don't think Maven is a standard build tool yet, and yes, it should 
become a top-level project.

However, take gump for example. It's 'buried' in alexandria. It's been 
around for a lot longer than Maven, and still hasn't made it to a 
top-level project.

Before Maven becomes a standard "build" tool (I see its capable of much
more) shouldn't it be a top-level project of its own, not buried in
Turbine?
