This is the problem: "encourage folks".  This guarantees a less than 100% filterability, because
some folks will not see the encouragement.  I for one never have.

Typically, we encourage folks to add [cli], or [jelly] or other tags to
the subject line.  This allows you to filter in/out the messages you 
don't want. 

Procmail can be your friend.
