Not a bug, this would be a design change.

If we treat the query string as request parameters, then it's not possible to 
set both query string and body params.

PostMethod adds setParameter/addParameter/etc. methods to the HttpMethod 
inferface for adding "request body" parameters.  

If you'd like to push for this change anyway, let's discuss it on commons-
dev@jakarta.apache.org.
