For direct commons-beanutils use, it is now possible to specify null as the
return value on conversion errors (by using the two-argument version of the
constructor on all of the standard Converter imlementations).

The Commons implementation still treats conversion errors to the int primitive
type, and the Integer wrapper class, the same.  Struts will introduce a
backwards compatibility mode to reflect that fact that this behavior was
different in the Struts 1.0 code.
