Please see if the IsoDateTool in the commons ruppert might be a starting
point to takeover to the codec package: http://cvs.apache.org/viewcvs/jakarta-commons-sandbox/rupert/src/java/org/apache/commons/rupert/christoph/IsoDateTool.java

Some functions from org.apache.commons.rupert.nathan.DateTool also 
could be merged in.
