Yes, that was the reason!

I've added the following to the :doServlet section in cocoon.bat

"-Dloader.class.path=lib\core\servlet-2.3.jar"

And Jetty has started!

Looks you do not have the servlet-api.jar in your classpath. However that UnavailableException
should be as well in avalon-framework-api.jar

Not sure why on windows is not working and I do not recall somebody testing it on that plattform.
