I think there is an error in your xsl here:

  <xsl:value-of select="/Workbook/Sheets/Sheet/Cells/Cell/rowset/row/ 
test_data/[1]" />

Should be...

  <xsl:value-of select="/Workbook/Sheets/Sheet/Cells/Cell/rowset/row/ 
test_data[1]" />

You don't use a slash before declaring a predicate.
