You seem to be searching for RAD with Cocoon 2.2. If so, see this page:
http://cocoon.apache.org/2.2/maven-plugins/maven-plugin/1.0/1297_1_1.html

Basically you don't need to install your block and package a webapp all the time. Even more,
you
don't even need to restart jetty. Just go to myBlock1 and type:
mvn cocoon:rcl

and start editing files of your block. All changes will get picked up immediately.
