Bingo!  Switching the order of the transforms seems to have done the
trick.  For clarification, the matcher in question now reads:

     <map:parameter name="locale" value="{flow-attribute:locale}"/>
    </map:generate>

		Make sure you have defined the i18n catalogue for forms.
It should appear
		in the configuration for the i18n transformer.
Something like (this was
		pulled from the cforms samples):
