This solution did not effect, but

>       <xsl:attribute name="disable-output-escaping">true</xsl:attribute>

I solved my problem by the grace of your idea.

like this, 

<xsl:template match="page">
	<html><head><title>
	<xsl:value-of select="title" disable-output-escaping="yes"/>
	</title></head><body>
		<xsl:apply-templates/>
	</body></html>
</xsl:template>

<xsl:template match="para">
	<p><xsl:apply-templates /></p>
</xsl:template>

<xsl:template match="text()">
	<xsl:value-of select="." disable-output-escaping="yes"/>
</xsl:template>
