Really ought to work. XMLSerializer and TextSerializer both extend the AbstractTextSerializer
and 
that one contains:

         if (encoding != null) {
             format.put(OutputKeys.ENCODING, encoding);
             buffer.append(";encoding=").append(encoding);
         }

I suspect that the trouble is caused by something else...

The browser perhaps? :-P
