The sitemap-variables scope change when you are in actions...
try
<map:match pattern="portal">
	<map:act type="auth-protect">
		// here i can use the user id variable {ID}
		<map:act:type="locale">
			// the variable {../ID} is accessible
		</map:act>
	</map:act>
...
</map:match>
