just tried this in 2.1.5dev and got
<?xml version="1.0" encoding="ISO-8859-1"?>
<root>
<a>
   <a-tag>Something</a-tag>
</a>
<b>
   <b-tag>Something</b-tag>
</b>
</root>

This does look ok to me :)

I had to remove the doctype declaration from your xml files.
