Thanks!

It does not seem that the build created a 'cocoon.war' file
so I will use your option (2) instead.

i dont have install Ant never but i build cocoon from CVS every day

1.just rename the cocoon.war to cocoon21.war

or 

2. create e folder under tomcat's webapp 
and copy there all the content of webapp folder under
\cocoon-2.1.3\build 
...
