not sure on 2.1.x, there should be something like
       <!-- Cocoon cache and stores logger -->
       <category name="store" log-level="DEBUG">
         <log-target id-ref="core"/>
         <log-target id-ref="error"/>
       </category>

Make sure it's set to debug, if there is no such thing, just set all of 
them to DEBUG and try again.
