Nope., you use it directly inside the map:generate tag:

<map:match pattern="test.pdf">
   <map:generate type="file" 
src="cocoon:/test.xml?foo={request-param:foo}&amp;bar={request-param:bar}"/>
   <map:transform .../>
   <map:serialize .../>
</map:match>
