Try to get working Tomcat with Cocoon first (e.g. 
http://wiki.cocoondev.org/Wiki.jsp?page=BeginnerInstallation).

If this completely works as expected try to add Apache (e.g. 
http://wiki.cocoondev.org/Wiki.jsp?page=ApacheModProxy.)

The best hits for "Tomcat + Apache + Cocoon":
