I'm not sure about the new portal generator, but the
old one requires authentication.  I suspect that
initially it was designed only to build "portal"
pages, i.e., assuming there is an identifiable user
and there are differences between what you show to
different users.

I also found the generator to be a good tool for
building all pages, as it facilitates good modular
design and a nice way of adding/removing functionality
via portal configuration files, without having to
touch the page code.

I was hoping that the new portal will remove this
constraint, but looks like it doesn't...
